Dr. Papa Seck, Senegal, President of PREZODE

Knight of the National Order of the Lion. Papa Seck is the Senior Technical Advisor to the President of the Republic of Senegal, in charge of Animal Health, Livestock, Fisheries, and Focal Point of the Global Health Security Agenda (GHSA) where Senegal is a permanent member of the Steering Group.

He is a veterinarian, with a specialty in Epidemiology and Virology and graduated in Global Health Diplomacy from the Graduate Institute of Geneva.

Prior to his appointment by the President of Senegal, he worked in the Prime Minister's office as a Senior Technical Advisor for seven years.

Papa Seck is a One Health leader. As a pioneer in the implementation of the One Health approach in Senegal, he co-leaded the Senegal National One Health Platform; and at the international level the Multisectoral-collaboration Subgroup of the Global Alliance for Health Security and the Zoonotic Diseases Actions Package (ZDAP) of the Global Health Security Agenda, and Chairman of the 5th and the 6th International Coordination Meeting of the ZDAP, hosted by Indonesia then Thailand.

Before working for the Government of Senegal, Papa Seck held international positions and led missions as a Technical Assistant at the World Organization for Animal Health, in coordinating the World Fund for Animal Health and Welfare. He worked successively as a Consultant for the World Bank at the ALive Platform (Partnership for Livestock Development, Poverty Alleviation and Sustainable Economic Growth in Africa) as a member of the Team Experts Epidemiology in charge of the Feasibility study for establishing epidemiology networks for HPAI and other Transboundary Animal Diseases in Africa, and for AU-IBAR (African Union – InterAfrican Bureau for Animal Resources) as a leading expert in charge of the elaboration of a costed roadmap for the establishment of epidemic surveillance network for TADs and Zoonoses in Africa.

He worked as a Researcher at the Senegalese Institute for Agronomic Research (ISRA), serving as Acting Chief Scientist of the Virology Laboratory, at the Laboratoire National d'Élevage et de Recherches Vétérinaires (ISRA/LNERV).

He has also taught infectious pathology at the Université Cheikh Anta DIOP, microbiology at the Ecole Inter-Etats des Sciences et Médecine Vétérinaires (EISMV) in Dakar and was co-leaded the RESOLAB sub-regional network on foot-and-mouth disease for West and Central Africa.

A Doctor in Veterinary Medicine from the EISMV (Faculté de Médecine, de Pharmacie et d'Odontologie) from the University of Cheikh Anta DIOP of Dakar, Papa Seck holds 3 master’s degrees, in health Geography (Universités Paris 10 and Paris 12), in Epidemiological Surveillance of Human and Animal Infectious Diseases (ENVA-CIRAD), and in National Security from the Centre des Hautes Études de Défense et de Sécurité (CHEDS) of Dakar. Papa Seck also holds a diploma in Systematic Virology from Université Paris 7; he is a Cochran Fellowship Alumni from Colorado State University with the USDA/FAS Program in Animal Disease Surveillance.
